Ok, somewhat related.. would it be feasible to put little air turbines under the hoods of hybrid/electric cars to help charge the batteries? You're already pushing that air anyway, so couldn't you benefit a bit from it? Seems like you'd use that more than regenerative braking, especially on the highway.
In addition to making the city submersible, can something be done to the shoreline to mitigate the effects of storm surges?
