Yep, it's supposed to. But now we hear open discussions by F1 leadership on how best to limit and eventually negate innovation. Such is the world we live in today.

F1 is becoming a less welcoming competitive/business/R&D environment by the day. Clearly the drivers, engineers, and capital need to come to Indycar.
