No reason not to believe it. It could be that since the Yasen Class is very expensive, the Alfas may be the most cost effective route. They are not the most silent subs by any means, but can compensate for that with speed and diving depth.
From a cost perspective, it's a wonderful idea. The Alfa has already been designed, so it is more of just mode using the design that building an all new sub. You aren't going to be running into anything totally unexpected inn the design and are going to be able to fix a lot from the first time around.
