The idea of safe havens is good, except when it comes to implementing it. How are you going to make sure nobody starts using a safe haven to regroup and rearm their forces. If a safe haven is far enough away from the fighting to not be in danger of from said fighting, I doubt the necessity of it.

CVs have a range of over 10,000 miles without refueling. Abviously, the aircraft require fuel, but you won’t have as many onboard either.
Well, the idea is, you send your supercarriers to do supercarriers things (sail long ways, stay on station for extended periods) while your smaller carriers stay more regional, so they don't need a bunch of support ships all the time

These terror groups are not aligned with Russia in any way. They are actually aligned against Russia’s regional interests and allies. They would not have been supplied by Russia. In case you haven’t noticed, Russia did not flood extremist with weapons, we did.

Because Russia supports the Egyptian Government and are looking to further strengthen ties with the latter. It would be counterproductive for relationships with Egypt, Syria, Iraq, and Iran to support ISIS-affiliates in aforementioned countries.
