Yes, but as a HEALER he was nerfed, which is my extended point vis a vis healing being a critical team component and the pool of competitive healers being reduced affecting the accuracy of a win rate/pick rate model.
For a DPS or a Tank, maybe- but when you narrow the field of competitive support heroes with repeated nerfs of COURSE a trend of increased pick and win rate will occur for the remaining competitive healers.

I think this is an endemic issue stemming from how Blizzard looks at the numbers and decides who’s OP- that is, they look at pick rate on a competitive level.
