@codepage9: If they fund a fan-translation they don't get to make any money out of it- unless they pay regular wages- then the cost thing comes up again. Not to mention dealing with forty years worth of material to license ffor distro, publication costs etc

@DrLight: It's definitely more than "somewhat popular" even with a slide in ratings- Doctpr Who has the kind of percieved national importance you don't really get in the States, so much so that even in his first year Matt Smith is one of the top earning non-managers at BBC

@Hachiken: It;s funny, in Britain that kinda portrayal is percieved as class based humour- repressed Public School Oxbridge types- (it's why the Establishment never went a bundle on Monty Python) yet to non-Brits (i probably sounded a tad colonial saying foreigner) it's all British humour

@Hachiken: I always find it amusing that foreigners mention Benny Hill and Monty Python in the same breath. Over here BH is one of those things most folk'd rather forget, whereas MP DVDs still get a wedge of shelf space in HMV
