I find it unlikely; she's no more likely to do it than to make McLeod a charming serial killer or a gunman for hire. She has written more than just Twilight, and even then it was just an adaptation of the novel...

Of course Winter Soldier is filmable, in Captain America 2 all you need to do is have an evil Winter Soldier character fight Cap until it's revealed at the Climax that he is Bucky, super soldiered up and brainwashed after surviving his apparent death.
