I actually was not aware Deluge was available for Windows. And I thought uTorrent in Linux required using Wine. I just installed it from a repository in Linux, and have been using uTorrent on Windows. I also used to use Azureus before I discovered uTorrent.

Dang. Now I want one... I don't know of any place that has them here and I'm too lazy to make my own. (and I never get recipes right anyway)

It is very likely a government backed Stuxnet, but it could still have been some 13-year old in his or her parent's basement who wanted to blow up or black out Iran for the heck of it. They probably see your connection to your home computer, and unless you're using a non-standard port, they know you're using VNC. Also, VNC tends to be unencrypted unless you're using proprietary not-quite-vnc. If they wanted to, they could still see exactly what you're doing.

For some strange reason, Autochk.exe on my laptop keeps corrupting itself to the point that SFC sees the problem but refuses to repair it. According to to a hard-to-find KB article, it's due to my laptop's built-in infrared receiver (that I don't even use). I have to occasionally install an out-of-band hotfix for it
