That is correct. With sufficient resolution, dithering can be used to trick the eye into seeing more colors. That’s why you see roughly evenly spaced pixels of color when the gif zooms in really close.
It would probably work better if I spoofed the original quote more closely: A sufficiently advanced pixel art is indistinguishable from a high-res image.
An image with a sufficient number of pixels will eventually stop being pixel art and just become a high-res image.
That’s because everything in the store costs 50%-100% more if you ignore exchange rates. With them, it’s only a 30-60% price hike. Because Australians make too much money (pro-tip, we don’t).

Dragonlance didn’t rip off D&D. It’s an official D&D world with all the material from the first book in ‘84 up to ‘97 published by TSR (when Wizard of the Coast bought them out).
