I’m saying that dollars (of extant wealth, not income) 0-99,999,999.99 wouldn’t be taxed, dollars 100,000,000-999,999,999.99 would be taxed at one rate (or a series of incrementally increasing rates), and dollars 1,000,000,000 would be taxed at the highest rate.
