Nope. Toyota already has a premium brand: Lexus. If they want to offer lower-end Lexus models, that may work and more closely apes what Mercedes and Audi have done with the CLA and A3. Trying to take Scion premium is only going to result in a Mercury/Buick "cheap luxury" brand that no one in the US wants.

I think the 160hp is a little lackluster for how "sporty" the car is supposed to be. The celica with a 1.8L made 190-195hp. It was a fun and quick car. The tC should've been the next generation celica and it wasn't.
