The Inner Harbor is very safe. Baltimore is actually very safe, unless you’re selling drugs. In any given year, I think the number of tourists murdered in the Inner Harbor area is generally zero.

A 30-year mortgage on the full $400,000 at 3.50% is about $1,800 a month, or about $1,440 with 20% down (that’s a big down payment, though). Like you said, that ignores property taxes, but those might be offset by the tax deduction on interest.
