If they would have made forsaken free they probably would have sold a shit load of the annual passes for the next two DLCs.  Plus, making it free would have been a good way to say “we know we messed up with this game at first, but try it now and see if it’s better” and most people would agree that Forsaken made a ton

When Destiny 2 was announced as free, I admit that I went to the webpage and started to click... then I remembered the various bits of news, and the need to keep buying the content.
