I understand your point. It's a valid argument. But I look at the roads, and the congestion. The sheer number of cars, and the number of options that we have to maintain safety on the road, and I'd like to think that we can enjoy a beer or a cocktail in a way that doesn't put ourselves behind the wheel after doing so.

As someone who doesn't drink, AND has been hit and injured at the hands of a drunk driver, I would be OK with the 0% level.
