If you're not in a sober, you shouldn't be driving. Had he been in the states he wouldn't have gotten off as easily as he did and the 4.1mil settlement is obviously something he can pay off, but if he were a bigger celebrity in the states he'd get less than the minimum. One year isn't close to the minimum either.
