Not necessarily, the most recent Top Gear format was tweaked to fit Richard, Jeremy, and James. By no means throw away everything about what already exists, just different hosts have different styles.

Top Gear shouldn’t be brought back. Start a new show that’s different and more in the style of the new hosts, not the style of three guys who used to host a show.
