They are only a flat bottom, they run the front end lower so effectively the entire underside is a long, low diffuser. Similar to how Red Bull F1 a couple years ago ran their front end lower to get more Venturi effect to get even more gains from the diffuser.
You could also say F1 is low-tech because Short-Long Arm suspension, mid-engine, monocoque, stressed-engine vehicles have been the standard since 1966, that's almost 50 years.

They create downforce through the underside, the spoiler acts as a Gurney flap in this situation to help feed the underside.
You can get a CoF over that without using any aerodynamic downforce at all, if your suspension geometry is designed to work the tires properly. We see it in FSAE all the time, many other race cars without downforce see a CoF of atleast 1.3 all the time.
