I don’t think voter fraud/suppression is enough to influence elections. It’s not possible. It’s more about disenfranchising voters, their voice. And this is done many ways - it’s not always going to be a guy dumping ballots in the trash.
With election officials there are other officials, observers, cops, etc. We’re talking about a mailman driving around in a little truck, here. There’s no oversight there. No one is going to know if he throws away a ballot.
