Austin is definitely more bike friendly as a whole than Houston, so I’d agree. There was a recent push here for more dedicated bike lanes, but I think that movement has fizzled out for the most part.

Yes, because I live in Houston (where it’s hot), and have to wear a suit most days. I’d rather not spend 25-30 minutes baking in the sun because I decided to walk to work. I think my coworkers would prefer that I avoid that too.
