For those of you interested in following me down this rabbit hole, Rachel Taylor was the singer in the band He Is We, which was a super-happy pop duo (that I learned about from my Rachel Platten station - and if you haven't gotten sick of Platten yet, you will, because she's going to be huge).
To say "nobody else is doing it" is pretty naive. I hear Del Rey on my Rachel Taylor Pandora station, and I think both Taylor and Meg Myers do it far better than she does. (Based on a small sample, to be sure - I think Rachel Taylor only has like 8 songs.)
