What benefit did the A’s recieve? A giant empty grandstand they don’t even sell seats or suites in doese nothing for them. Neither do the NFL locker rooms that only the Raiders use. No the “upgrades” in 1995 were nothing but a downgrade for the A’s, and helped speed their decline as a franchise.
Cal’s Memorial Stadium isn’t an option at all. Their agreement with the city of Berkeley specifically prohibits NFL football from being played at Memorial Stadium and limits Cal to hosting only 3 events of over 30,000 attendees in a 5 year period.

One word for you... bridges. It won’t be crossing any roads if it’s a high speed rail line. And there’s not many towns for it to stop at between LA and Las Vegas other than Victorville and Barstow.
