Not exactly true. As Eezep mentioned, acceleration force is provided by Torque, not power. You are correct, though, that the torque available is dependent on available power.

If it shifts like that, it’s probably the P2 style hybrid (industry term for an electric motor between the engine and trans). Some power splits are beginning to add range gears, but they don’t make it feel like a performance car, just a slightly better hybrid. A Prius is still a Prius.
