Second thought on this. The bill is written for “low volume manufacturers”. So that rules out the OEM car makers. However, if a big car company wanted to test the legal grounds here, they could pretty easily file papers for a new company that fits the low volume distinction, build less than 500 replicas per year off…
Excellent point. Great question to explore... Could OEMs build a brand new 1950s/60s/70s whatever, from original out of production schematics, drop in a CARB compliant motor, slap a VIN on it and sell it as a replica right out of their showrooms??
