How do you propose that the original owners be located? Let’s say one of the ATVs was stolen out of Ohio, and after numerous trades or sales, it ends up in NYC, with no serial # or VIN of course. That’s a scary sight. Driving high speed only to have your driveshaft torn apart, although, I can’t imagine too many people having the ability to travel high speeds, unless on a track or in the deep parts of Texas.
