Its been years, but I drove a wrecker in high school. When you have to tow in neutral or with the column unlocked for some reason, you thread the seatbelt through the steering wheel around a spoke and latch the buckle to keep the wheel from turning too much. That prevents this issue.

As long as the truck and the car stay in the same lane the car can crab. This was most likely a repo and he wanted to get away from where he hooked it so he just picked it up and left and will deal with the dolly when he’s down the road away from who he repo’d.
