Those trucks don’t seem legit. Here in SoCal, if the accident has law enforcement response, they will call the contracted towing company on rotation, which has set hourly rates (admittedly not cheap).
Here in SoCal, we had the rotation system too, every 5th week was our company’s turn to respond city police, or CHP initiated calls. The response time had to be 15 minutes or less (from call received to on the scene). If the company constantly broke the response time, the contract was revoked.
