I guess I should be more explicit.  2 wheeled vehicles are more fuel efficient than 4+ wheel vehicles and as such should be permitted as they will use less fuel and therefor less emissions.

I had a 2005 GTO - nice car, very much a sleeper.  No one had a clue it packed a V8.  Now a 2017 Cadillac ATS-V sedan, again a super sleeper, more power and a much better car than the GTO.  The problem with the GTO is that it is an Aussie car and after 10 years, parts were very hard to find.
