I thought this was about when cities already had undocumented people in custody for other crimes. When that is the case and feds request the individual be turned over the cities are refusing. Seems all it would cost cities is some transfer paperwork. Am I missing something?

But states rights stop when they run into federal law. States can also have rights and do what they want but may suffer consequences from the federal government. Like states setting their own drinking ages.
