I watch a lot of Cops so I think I know why he had 4 pipes. See the car wasn’t his, it was his friend’s (he doesn’t know the friend’s name). He didn’t know what his friend had hidden 2 pipes in the car. Also, those aren’t his pants. Because he was in a hurry, he didn’t notice the 2 pipes in the pockets.
