It’s a joke. It was intended to make people laugh. The most biting, cringe-inducing political satire is still satire and meant to amuse. If your aim is to amuse, it’s not commentary. He doesn’t have to apologize for trying to make people laugh.
He doesn’t have to explain anything. But, if he’s going to address it the only thing that needs to be said is that it was a joke and not a political comment. He did the opposite and tried to back up his argument.
