It reminded me of the scene in Charlie Work where Charlie walked in on the rest of the gang deep at work on their frequent flier scheme and immediately figured it all out, despite their insistence that he'd never get what they were doing.

I am curious how they shot that. They obviously didn't risk hurting any kids, but it definitely looked like I imagine a dozen people jammed in a sleazy water park tube would look.

We'll never know if it was his idea, but he was also in on the chickens, steak and frequent flier scam, and he was heavily contributing to the gas selling scheme and the trash hauling scheme. He is absolutely a financial scamer, and I agree that manipulation is a big part of the appeal.
