From what I understand, favoring induction ranges over natural gas appliances is more about curbing emissions (with the bonus of increasing indoor air quality) than it is about saving money.
Oh most certainly, but that requires political will from whatever municipality/agency/department to enforce. Otherwise, developers are just going to implement whatever satisfies requirements for the least amount of money.
