Better yet, how about the apartment owners themselves install the chargers and make money off of their tenants? Just put cameras to catch vandals, those chargers have very little maintenance costs.

The most likely scenario will be higher electricity in the form of increased taxes across the board. For those who have solar panels and other means of generating their own electricity they will pretty much “self tax” by paying for their own infrastructure.
