In Maryland, mounted is fine..as is mine, and its just as distracting :). But your point is totally on...the "sniffer" can't tell if its in your hands or mounted. Around here there are enough people driving around with phones to their ears ...the police don't need an electromagnetic sniffer to find scofflaws..
Who cares if you are using it for the GPS. At least around here...in Maryland, its doesn't make any difference why you have a device in your hand. Texting, phone calls, using the GPS to get directions, its all illegal. And a first degree offense - they can stop your for just seeing a cellphone in your hand.
