Are the things a camera man might do when filming in b+w available as a post process or has the required information been lost? (and more to the point, do these b+w versions do any of that assuming the info is there)

Can someone explain to a neophyte in this area what the difference is between releasing a b+w version and just turning the colour off on the tv? Do they rebalance and re-contrast the whole thing?
