Most every sport is judged.  It’s a judgement call that determines holding in football.  Hockey refs judge when calling interference.  Soccer refs make hundreds of tiny judgement during the course of a game.  If you have officials, it’s judged.

The point of a sport, or a game, is to win.  In a race, your competitors are actively trying to prevent you from winning by running faster than you.
