I think Sony bullied Capcom at that time, since RE4 for PS2 was announced like 1 month before the release of the GC version. If it was like you said, like the Tales Of issue, RE4 for PS2 should have been released an year after the GC version at the end of the 1-year exclusivity time, in the same way it happen nowadays…
