That's pretty common in the UK... the last point, not all the warnings and burglar bars. Any shop I can think of which sells optical media keeps the discs behind the counter - or has a few demo boxes set up, and keeps the copies they're actually selling behind the counter.

I imagine physical games will get some good price reductions after launch a lot more than digital ones. And, if big storage cards are pricey (or just don't come in big enough sizes), it could be easier to take a bag of these with you than have only a few games downloaded at a time.
