I worked installing tires as a kid a long time ago— a plug isn’t a safe permanent fix, since it can degrade and fail over time, releaking. A plug+patch combo, installed by removing the tire and pulling the plug part through the hole, and adhering the patch to the inner tire wall, is the only safe permanent repair.
