Nah, it’s more basic that that. Trump and his kids were caught by NY with their hand in the charitable cookie jar. NY made Trump personally pay those funds back, although to different charities for things Trump opposes (because the one he stole from is no longer a valid charity in NY).
Please cite the Federal Law requiring states to share the access NY blocked.
