The Legends were in Siberia in season 1 with the convoluted Firestorm/Russia plot thread.

Legends had the biggest improvement of all the CW hero shows from last year. The villains are far better than Savage ever was and the overall show has leaned into the ridiculous fun of time travel better than last year.
