As answered elsewhere, BNA requires that an artist not have been previously nominated in a performance category, and that the nominated performance be their first meaningful impact on their "public identity," which is probably true because objectively speaking, very few people have heard of Acid Rap.
Chance The Rapper is eligible because he had not been previously nominated in a performance category, and the Grammys don't consider Acid Rap to be a good enough entrance into the wide public consciousness, and outside of this site and Pitchfork they are probably right.
