Depends on the city. Here in Vegas you have to report it to the taxi authority and they can assist you with that as long as you call while you are in the cab. Then all you will have to pay is what the ride would have cost going the most direct route.

Wouldn’t happen here in Vegas with the cameras in the cabs. All drivers are employees of a company and that sort of behavior would not only get them fired and arrested and prosecuted AND taxi permit yanked for good.
