That is presuming that there is only one BEST choice, and that choice is obvious when compared to the other choices. In reality, there are often many BEST choices for the job, and in those circumstances non work-related traits most definitely come into play.

That being said, I believe that a major company looking to hire the BEST employee, would do so.
