I think a better way to handle the quarry would have been to leave it be and let it continue to attract and contain zombies rather than letting all of the area’s zombies disperse freely. If they were concerned about them escaping from the quarry, they could have easily re-enforced the barricade.

Better than clear-cutting all that lumber and rolling into the quarry to crush the dead. Or lighting the whole mess on fire with one of those ubiquitous oil trucks lying around? There were many plans to consider before just letting them out. That was a garbage plan with too many variables.
