Not Tatooine. Look at the “Offworld Jawa” Star Wars Black Series action figure as opposed to a standard Jawa. They have these darker robes for whatever reason, as they do in The Mandalorian. The reddish robes of the “Tatooine Jawas” can be seen in A New Hope, on their native planet.
