For people in the foreign service, I absolutely see why homeschooling would be the best option. But if your job has you regularly relocating to different places around the planet every few years, I think it’s fair to say you’re not a “normal parent”.

Sure, and that’s fine. I’m not saying it’s never acceptable or anything. But it is telling that when it comes time to discuss cost we get “it’s cheaper than private school” which, I mean.. yeah. Cost is one of the many reasons private school is awful.
