Because they cant do 1080p. Broadcast spec is 1080i, 720p and 480p. The bandwidth is not there for 1080p so you will never see it for OTA.

Will never be possible for OTA. Over the Air HD broadcasts are MPEG2 and are at the bandwidth limit for the OTA channels.
