Did the Xbox One purposefully tried to look like the NES? Cus u kno.. Retro is all cool now and stuff

Question...I have this on my vita. It’s sluggish and kinda frustrating to be quite honest. I was wondering if it was worth it getting a GBA for this or should I ROM it ?
