$600 is throw-away money. wrong car to do this to, IMO, but if you want a fun project that might save you some money it's not a bad place to start.

Neutral: we should wait and see what their final report suggests. if all they're releasing now is the dashboard read-out, those are rarely accurate measurements. As for "criticism" from CR, I see none; this isn't the first car they've tested that isn't "hitting the mark" on fuel economy, and it won't be the last.
